I am seeing more & more gas cap issues that are caused by a low paid menality gas jockey roughing up the threads where the nozzle is inserted. What happens is the cap gets too much traction on the roughed up neck & clicks before it's seated.
If there's any drag on it when removing (after initial loosening), check for this problem. Sometimes you can tell by the way it goes on, too. Click it a couple full turns & you may feel it move in between the clicks.
Sometimes you can (stuff a greasy rag in there to catch the mess) clean it up with some #80 grit.

There was a problem with late '90s Civics too, I think (poor memory). The neck was defective-a "different" problem, with the same results.
