The police drive with loaded guns in the car and engage in high-speed pursuits - that doesn't mean private citizens should. They have special training, and rules/procedures for when they can and can't use the devices in the car. They also drive 10x what most of us do.
Setting up a car to be able to use a laptop while driving makes as much sense as setting up a car with bookholders and reading lamps so you can enjoy your favorite novel on the way to work. As something to be used while the car is stationary (e.g., a real estate agent browsing the MLS while waiting for a client) go for it.

I think mounting a laptop in the car is just like what you guy mounting a GPS system. You can use the laptop as a DVD player, GPS unit and much more things.........
One more thing to add, mounting the laptop doesnt mean you need to playing with the laptop while youare driving.......
Some guy even built a car-computer! |

Hardly. A GPS navigation unit only offers a few dozen functions and only few that are intended to be used while driving (i.e., specifically designed to limit the mental workload). A computer offers a virtually limitless number of functions and the user interface is designed for direct interaction (i.e., nearly 100% mental workload).

Where'd you come up with this statistic? Out of thin air, I'd suspect. Accidents happen all the time with and without drinking. Doesn't mean drinking and driving is okay.
So the question is one of whether using a laptop while driving is a significant distraction risk factor. I don't think there is much doubt that it is.
There have been a fairly large number of studies done that show driver distractions are a contirbuting factor in about 50% of accidents. No one has pinned down a specific number for cell phones (or laptops for that matter), but other studies have shown huge decreases in driver skills when using any electronic device while driving.
And a laptop, as has been mentioned, is particularly requiring of full attention to operate - the mouse-cursor UI in particular requires the full visual attention of the user for relatively long periods of time to be able to carry out commands.
Anyone who mounts up a laptop like this, looses control and kills someone is likely looking at a negligent homicide charge.
