When I'm coasting down a hill at highway speeds, I get a pretty bad shutter when I hit the brakes. Is this warped rotors? When I'm on flat ground and brake, it feels fine with no shutter...

Warped rotors will pulse the brake pedal regardless of incline.

my guess is the incline has the speed and gravity to deal with, so it is like stopping when you are going much faster. Try the applying the brakes hard when you are going 75mph you will probably get the same pulsation.

I know my brakes have become like that. I have an incline on my way home as I exit off the highway, and sometimes the light is red at the bottom of the hill, so I have to stop and notice a slight pulsation, so I know they are out. On the highway it is not as bad, unless I am going fast and have to stomp down on the brake, then there is a pulsation (but slight) as the begining, and it eases as you let off the brake.
That is my unscientific observation:D
