I have seen similar "chips" which are actually just resistors for the intake air temperature sensor. You replace the actual sensor with a resistor that tells the computer the incoming air charge is either very hot or very cold and the computer reduces or increases the fuel delivery accordingly. This could cause serious problems under certain conditions, and won't really improve anything but the seller's income. I don't know if that's what these "chips" are, but it certainly seems like one of those "too good to be true" scenarios, and we all know how those work out.
They seem to have these "chips" for just about every car. Nobody could engineer PCM chips for ever car out there and offer them for $8, so I think there's no chip to it but it's probably just a resistor and the only thing that makes it model-specific is the connector for the intake air temperature harness. In other words, I call 100% pure unadulterated bull$h1t.
