Do you have the smiles turned on in your profile?
They should show up just to the left of the window where you type your reply.

Ho, I fixed it! In my Options settings, I had
"Use vBCode quick links on your message input screens?"
turned off. Clicked on "yes" and viola! Got Smillies!:7: :9: :3: :5: :10: :18: :19: |
